West Main Apartments is Hiring an On-Site Property Manager Near Hillsboro, OR

This is for an on-site only position. Under the direction of the General Manager, the Property Manager is responsible for the overall operation of the property, and the day to day implementation of those policies, procedures and programs that will assure a well-managed, well-maintained building within established management operating and fiscal policies and assuring compliance with all regulatory agencies and investors. This includes developing a supportive environment for all residents, maintaining an acceptable occupancy level, maintaining a clean, well-maintained building and grounds, interacting with and supervising vendors.

The Property Manager must relate well to people, must exercise good judgment and discretion in dealing with residents, visitors, vendors, and staff.

Property Managers who live on-site will be responsible for performing all of the duties and responsibilities of a Night Manager which includes responding to all after-hours emergencies or building problems that arise. The Property manager is considered to be ‘on call’ while residing on-site.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Physical Asset/ Maintenance/Janitorial

1. Supervises maintenance and janitorial duties, including any vendors, contractors, service providers, or temporary personnel working at the property, whether paid or volunteer, to ensure completion and quality of product or services provided.

2. Performs continual formal/informal inspections (exterior and interior) and preventative maintenance (monthly) of the property to ensure that it is being properly maintained; that mechanical devices are in working order, and that the environment is safe and attractive by day, week, month, or year and follows up with housekeeping letters, preparation of work orders and maintenance charge-backs to residents.

3. Ensures all vacant apartment turnover procedures are followed, that turnovers are accomplished in a timely manner within the property’s budgetary goals and limitations.

4. Reviews completed and outstanding work orders on a daily basis. Ensures the work orders are completed in a timely manner.

5. Prepares and maintains inventory of building contents, tools and equipment annually or as requested, and forwards to General Manager for review.

6. Bids out and selects contract services, negotiates vendor service agreements and monitors day-to-day vendor performance to assure full compliance with standards established within the service agreement under the supervision of the General Manager.

7. Prepares written recommendations for physical repairs and/or replacements, improvements, supplies, material and equipment to General Manager.

Marketing and Leasing

1. Maintains full occupancy and assigns units in the order provided by the waiting list. Ensures the development and ongoing administration and maintenance of the waiting list is in compliance with federal, state, local, regulatory requirements.

2. Reviews all completed rental applications or leases for accuracy, completeness and conducts applicant interviews, verifies potential resident income, obtains appropriate documentation, completes certifications, and takes deposits and rents.

3. Supervises and/or performs move-in/out procedures and the turnover of vacant rental units.

4. Walks a vacant apartment when maintenance had been completed or vendor work is finished ensuring it is clean, complete, and ready to show.

5. Walks entire property daily to be sure the common areas, landscaping, laundry, etc. are in clean and good condition.

6. Prepares monthly Rent Roll Reports, and ensures resident lists are accurate and up-to-date at all times.

Resident Management

1. Attends and participates in outside or in-house activities, meetings, organizations, regulatory agency meetings or inspections, etc. as required by the needs of the property and as directed by the General Manager to enhance the sense of community at the property and to enhance the public image of the property.

2. Ensures all site staff responds to residents requests, complaints, work order, repair requests, and schedules repairs with maintenance staff, in a timely manner and follows up on all the requests made.

3. Manages resident evictions in compliance with court order and directions from Pacific International Investment’s (PIIC) legal counsel or General Manager.

4. Represents the property to local social service agencies and funding sources, as requested by the General Manager.

Financial Reporting and Control

1. Collects rents and other monies; ensures that all transactions are processed, inputted accurately, and completely in the computer accounting system using procedures set forth by PIIC.

2. Supervises or completes daily deposits of all monies collected, reviews all delinquent accounts and resident receivables; determines necessary course of action to collect outstanding balances in consultation with the General Manager.

3. On a monthly basis, compares lease information with monthly rent roll to ensure that the property security deposits, rents, move in dates, etc. are accurate.

4. Prepares Vacancy and Delinquency Reports and submits them in a timely manner to PIIC management.

5. Completes and submits to the General Manager within 24 hours, any incident that occurs on the property out of the ordinary or which could become an insurance claim or lawsuit.

Regulatory Requirements

1. Supervises or completes accurate and complete documentation of resident files at move-in including leases, income certification or re-certifications, etc., of all residents within established regulatory guidelines.

2. Ensures compliance with regulatory and/or financial partner requirements, requests for information to include but not limited to the preparation and submission of reports in an accurate and timely manner to General Manager upon request.

Administration

1. Manages the day-to-day administration by adhering to the PIIC performance standards.

2. Manages the property office, including answering telephones during normal business hours; interacting with residents in a courteous and professional manner; sorting, distributing, opening and answering mail daily; coding invoices daily; handling resident inquiries and concerns. Ensures the office is clean, well organized, and that it and the staff are presentable to the public.

Other Property Management Tasks

1. Provides direct assistance and direction during after-hours emergencies, as needed.

2. Performs other activities or tasks not outlined above as assigned by General Manager to ensure the viable operation of the property.

Physical Requirements

1. Must be able to frequently walk up/down stairs, lift, carry, pull or push 25 lbs.

2. Must be able to twist, crouch, kneel, or crawl frequently during the course of the day

3. Must be able to spend extended periods of time standing

4. Must be able to bend over to pick up items from ground level, turn from side to side

5. Must be able to walk on even and uneven surfaces frequently during the course of a day

6. Must be able to use arms, wrists, and hands to grasp, squeeze, manipulate or operate machinery frequently during the course of a day

7. Must be able to tolerate changes in weather and be able to complete tasks inside and out
